Define the view before sharing the record
The assigned practitioner may need context for a conversation with P-24. A program analyst may need appropriately scoped observations across people. A family or partner summary may require a different selection and human review. These are separate uses, not interchangeable dashboard filters.
List what each role can read, contribute, correct and share. Include source documents and citation links. An otherwise appropriate summary should not provide an unintended path into private notes.
Agreement to participate, permission to contact and permission to publish a quote are different matters. Record the applicable purpose and restrictions and ask the responsible owner to resolve requirements specific to the organization.
Keep operational ownership clear
Assign who manages routine access, definition changes, corrections and review status. That lets the team maintain its workflow without making every adjustment an improvised IT request. It does not mean staff can bypass technical, contractual or privacy requirements.
When someone changes role, test the updated access. Consider saved reports and downloaded copies as well as future requests. A changed link permission cannot retrieve a copy already downloaded.
Prompts can guide an assistant’s response, but the configured application and connected systems need to enforce access. Test what is retrievable, not just whether one answer happens to omit restricted information.
Test the complete person-record workflow
Use fictional P-24 and a second unrelated record. Test an allowed update, a denied request for unrelated information, a correction and a reviewed summary. Check the source links and export as well as the visible prose.
Ask a colleague to prepare a handoff: current context, evidence, unresolved question and next agreed collection moment. Can they distinguish participant voice from staff interpretation? Can they see a missing observation without inventing it?
Then test an appropriately authorized real pilot with the responsible team. Your course output is the plan and its validation record, not a certified system. Improve the process where the pilot exposes gaps, and only then expand it.
