What must your team decide, by when, and who owns the decision?
What change matters, and to whom? What does the reader need to know?
Who is included? What qualifies, over what period? What is the calculation? Keep missing answers separate from negative answers.
What exists already? What is missing? Record the source, collection moment, owner, reviewer and access requirements.
Write the finding, population, response coverage, calculation, dated sources, limitations and reviewer.
What can you responsibly say? What will you change or investigate? Record an owner, date, next check and how you will decide whether to keep, change or stop.
